Here in the UK, for a Page-3 (aka glamour) girl to go from topless to full frontal, is actually quite rare.
Toplessness just isn’t really regarded as nudity so it isn’t a big deal (virtually every English actress has gone topless on film).
However, for them to go full frontal it then becomes ‘porn’ and stops being acceptable in the mainstream (unless it’s in fashion or film). Zoo, Nuts, Front etc all rarely show vagina in their magazines, so who else is going to pay them for it?
